Symptoms
Consider the following scenario:

On a computer that is running Microsoft BizTalk Server 2009, you create a send port that uses Windows SharePoint Services to send messages to a computer that is running Microsoft SharePoint Server.

You enable the ordered delivery option on the receive location.

While the web services on the computer that is running Microsoft SharePoint Server are offline, messages arrive at the send port and are suspended.

The web services come back online, and you try to resume sending the suspended messages in BizTalk Server.
In this scenario, the suspended messages cannot be delivered. Additionally, you receive an error message that resembles the following:
Root element is missing
Cause
This issue occurs because of an error in the Windows SharePoint Services adapter.
Resolution
