INTRODUCTION
This article describes that the Staff Accounting update for several functional areas is available in Microsoft Dynamics AX 2009 with the Eastern Europe GLS layer installed. The new functionality covers the year 2012 legislative requirements in employees' personal taxation and handling employees in conducting of military registration and reservation of citizens.
More Information
According to the Russian Federation Federal Tax Service Order No ММВ-7-3/909@ from December 6, 2011, new personal income tax related legislative requirements are introduced. The legislative requirements are effective from January 1, 2012. To comply with the requirements, the new functionality is added to handle results of employees' personal income tax details representation in the yearly tax statement's form, the 2-NDFL form, in printable and digital XML formats. The functionality contains the following features:

Support year 2012 related formats.

Fill document according to the selected reason of the form's creation.
-
Represent all applied tax rates as individual sections in a single employee's yearly statement.
According to the Russian Federation Federal Tax Service Letter No ЕД-4-3/9150 from June 9, 2011 and the Letter of Finance Ministry of RF No 03-04-06/6-7 from January 18, 2012, new legislative requirements of tax refund of excessively withheld tax for employees according to obtaining of tax resident status are introduced and clarified. To comply with the requirements, the new functionality is added to provide the possibility to complete a refund to employees by using their company as an employer who plays a tax agent role, when the refund matches the following conditions:

The refund is within current fiscal year.
-
The refund is upon employee request through filing of application form.
-
The refund starts from the month when employee's status cannot be changed until the end of fiscal year.
According to the Russian Federation Federal Tax Service Order No ММВ-7-3/576@ from September 16, 2011, new legislative requirements for the format of printable form of registry that accompanies of information about income of employees to be submitted in digital format as XML files on electronic media are introduced. To comply with the requirements, the new functionality is added to support the generation of a form that matches the following conditions:

The form is separated for each created file.

The form keeps links between registers in the system and the files that are generated for the registers.

The form complies with the 2-NDFL forms generation rules for the year 2012.
According to the Resolution of the Interdepartmental Commission for the issues of military registration and reservation of citizens No 514 from May 31, 2011, new legislative requirements for the format of the printable "Quantity of citizens in military reserve" (Form No 6) form are introduced. To comply with the requirements, the new functionality is added to support the generation of a form that matches the following conditions:

The form is generated according to the user-defined structure of employees categories.

The form complies with company & departments specific codes of economic activity (OKVED).

The form is based on employment history on the run-time defined report's generation date.

Validation of the application hotfix installation
To validate the installation of the application hotfix, open the SysHotfixManifest class in the Application Object Tree (AOT). Then, verify that there is a method whose name includes the Knowledge Base (KB) article number of the installed hotfix. Additionally, you can cross-check the affected objects by comparing the KBXXXXXX.txt file against the objects in the AOT. By doing this, you can make sure that the objects are changed correctly in the SYP layer or in the GLP layer.Note The XXXXXX placeholder represents the KB article number of the installed hotfix.
