Symptoms
On a Windows 7 Service Pack 1 (SP1) -based computer, if the system locale differs from the installed language packs, Windows Anytime Upgrade may display the following error.
Windows Anytime Upgrade was not successful
The upgrade was not successful. Please try the upgrade again.After displaying this dialog box, Windows Anytime Upgrade stops. However, when you restart the system, system components are upgraded without errors. The edition name in the End User License Agreement (EULA), however, is not updated.
Cause
This issue occurs because of how Windows 7 retrieves the EULA file.
Resolution
To avoid this issue, match the system locale with the system display language before you run Windows Anytime Upgrade. You can change the system locale back after Windows Anytime Upgrade completes.
Note that even if this error occurs, all other system components are upgraded correctly.More Information
