On the ribbon in classic Outlook, go to Send/Receive.

Select Send/Receive Groups > Define Send/Receive Groups.

Select the group you want to change, such as All Accounts.

To make classic Outlook send and receive messages at regular time intervals, select Schedule an automatic send/receive every ... and specify the number of minutes you want.
Tip: If you instead clear the Schedule an automatic send/receive ... option, you will only send messages when you press F9 or select Send/Receive All Folders on the Send/Receive tab of the ribbon.

Select Close.

When your device is connected to the internet, the new Outlook for Windows is always connected to your mail server:

Your new Outlook app automatically receives messages as they are sent to you.

Messages sent by you are likewise automatically delivered to the mail server as soon as you click Send.

Therefore, there is no need for the new Outlook to have the same Send/Receive feature that's in classic Outlook.
