The GIF button is powered by Giphy, one of the connected experiences that you can turn on or off in Teams. 

  1. Select the Settings and more (Generic Ellipsis button) by your photo or initials, choose Settings gear buttonSettings.

  2. Select Privacy settings buttonPrivacy, scroll down to Optional connected experiences.

  3. Turn Optional connected experiences off, exit, reenter and turn it on again.

Additionally, you can shut down Teams and clear the cache. For more info, see Clear the Teams cache.

If this doesn't fix the issue, check with your admin to be sure Optional connected experiences is enabled.
