Symptoms
Consider the following scenario. You change an artifact in a BizTalk server project. Then, you rebuild the project in Visual Studio 2008. In this scenario, the change is not visible in the generated assembly. However, the change may be visible when you rebuild the project again.
Cause
This issue is caused because the Visual C# language service in Visual Studio 2008 relies on a file change notification for its closed file cache.
Sometimes, the file change notification is delayed. Then, a cached copy of the changed artifact is used instead. Therefore, the change is not visible until the file change notification is received.
Resolution
