Symptoms
In LBR restricted environment, if Mediation Server serves multiple gateways from different sites, then another PSTN call cannot be added to the existing call.
Resolution
To fix this issue, install the December 2021 cumulative update 6 for Skype for Business Server 2019, Core Components.
