Summary
Update Rollup 23 for Microsoft Azure Site Recovery Provider applies to all systems that have Microsoft Azure Site Recovery Service Provider installed. These include the following:

Update Rollup 23 for Microsoft Azure Site Recovery Unified Setup (VMware to Azure) applies to all systems that have Microsoft Azure Site Recovery Services Unified Setup version 9.0.4016.1 or a later version installed.

This new version uses the VMware Management SDK to communicate with the vCenter server. The dependency on PowerCLI is removed.
Microsoft Azure Site Recovery (service-side fixes)
Improvements

Azure to Azure: Ability added to set up disaster recovery for Azure VMs on managed disks between two Azure regions. (Deployment to national clouds will follow.)

Feedback on disable protection: You can now provide feedback on the reason for disabling protection of your virtual machines. This feedback questionnaire would be presented at the time of disabling protection for some of your virtual machines, depending on when protection was removed.

Hyper-V Site to Azure: Replication policies that currently use a 15-minute copy frequency are updated to use a 5-minute copy frequency. This update will improve replication performance and result in better recovery point objectives for replicating Hyper-V virtual machines. The 15-minute copy frequency option will be discontinued in a later release.
Issues fixed

The following issues with updating the authentication service are fixed:

Hyper-V with VMM to Azure: In certain vaults where VMs are spread across multiple clouds, update authentication was failing with an internal error. This is fixed on the service side.

VMware to Azure: If a passphrase that was generated during configuration server registration was updated, authentication update was failing with the error “Security authentication update failed due to issues in registry key updates.” This issue is fixed on the service side.

Microsoft Azure Site Recovery Hyper-V Provider (version 4.6.660 or a later version)

Microsoft Azure Site Recovery Provider (version 5.1.1000 or a later version)
To install Microsoft Azure Site Recovery Unified Setup Update Rollup 23 (version 9.14.xxxx.x), you must have the following installed:

Microsoft Azure Site Recovery Unified Setup (VMware to Azure) (version 9.10.xxxx.x or a later version)
Note You can check the installed provider version in the Programs and Features item in Control Panel.
Restart information
You do not have to restart the computer after you apply this update on computer that has a System Center Virtual Machine Manager or a Hyper-V server.
This update automatically stops and then restarts the System Center Virtual Machine Manager services during the update process.
A restart will be required on your Configuration server and protected servers after you apply this update.
