Symptoms
When a host instance is receiving IDOCs from multiple SAP servers in Microsoft BizTalk Server 2016 or 2020, some IDOCs may be missing or duplicated.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
Resolution
This problem is fixed in the following cumulative updates for BizTalk Server:

Cumulative Update 1 for BizTalk Server 2020

Cumulative Update 6 for BizTalk Server 2016
