This article describes an issue that occurs when two USB devices are connected to a computer that is running Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2. An update is available to resolve this issue. Before you install this update, check out the Prerequisites section.
Symptoms
When this issue occurs, you receive a Stop error message that resembles the following:
STOP: 0x0000009F (parameter1, parameter2, parameter3, parameter4)
Notes

This Stop error indicates a DRIVER_POWER_STATE_FAILURE issue.

The parameters in this Stop error message vary, depending on the configuration of the computer.

Not all "0x0000009F" Stop errors are caused by this issue.
Cause
This issue occurs because a deadlock occurs and one of the USB device cannot resume its power status.
How to obtain this update
Important Do not install a language pack after you install this update. If you do, the language-specific changes in the update will not be applied, and you will have to reinstall the update. For more information, see Add language packs to Windows.
