Your IT Help desk needs to create the shared mailbox and add your account to the shared mailbox from the Microsoft 365 Admin console. Once this is completed, you can add the shared mailbox to the Outlook mobile app.

Tap on the Add Account button in the sidebar and then tap on Add Shared mailbox on the menu that pops up. This will start the account addition process.
