Symptoms
This issue occurs when you install another language pack to Windows 8, Windows Server 2012, Windows 7 Service Pack 1 (SP1), or Windows Server 2008 R2 SP1.
Cause
This issue occurs because the language pack catalogs with more than 127 characters in the file names will be truncated when the characters are added to the catalog database. If more than three of these catalogs exist on a system, the system will rebuild the catalog database on every start. Therefore, the start time increases.
How to obtain this Update
Important If you install a language pack after you install this update, you must reinstall this update. Therefore, we recommend that you install any language packs that you need before you install this update. For more information, see Add language packs to Windows.
