297324 The problem occurs because the SUS Synchronization
service does not retry proxy connection requests if the proxy server does not
send a "Proxy Authentication Required" error message. Although the proxy
credentials are set, the SUS Synchronization service first tries to use an
anonymous request. When the call fails with the "Proxy Authentication Required"
error message, the service submits the proxy credentials. Otherwise, the SUS
Synchronization service does not submit the proxy credentials.
