"Service Is Not Responding to the Control Function" Starting the Scheduler Service

SYMPTOMS

If the Task Scheduler service is stopped and you later attempt to start it, you may receive the following error message:

The Service is not responding to the Control Function

To work around this problem, make sure that the Read-Only attribute is not set on the Schedlog.txt file in the %SystemRoot% folder.
