When you select the "Upgrade to Windows 2000" option during during the installation of Windows 2000 from an earlier version of Windows, you are prompted to upgrade the system partition to the NTFS file system. After you respond to the prompt to convert to NTFS, you are not prompted again to confirm your decision. The upgrade proceeds without further user input regarding the NTFS conversion. STATUS
This behavior is by design.

This behavior differs from that which occurs if you choose the "Install a new copy of Windows 2000 (Clean Install)" option during Setup. If you choose this option, you are prompted to confirm your decision to convert to NTFS or to decline to continue the operation.
