How to Move a Remote Installation Services Server to Another Windows 2000 Domain

SYMPTOMS

When you move a Remote Installation Services (RIS) server from one Windows 2000 domain to another the computer may appear to join the new domain without any problems, but new clients that attempt to boot to the RIS server in the new domain (after it is authorized in that domain) may receive the following error message during the Client Installation Wizard:

BINL Service could not Read it settings from the Active Directory

The only option the user has is to reboot. If you view the event log on the RIS server, the following Event ID messages are displayed:

Description: The BINL service cannot read parameters from the directory service and/or the registry. The following error occurred: 20038.

CAUSE

When RIS is installed and you run Risetup.exe for the first time, RIS-specific subobjects are created beneath the RIS server's Machine Account Object (MAO). When you move a RIS server from one domain to another, these objects are not automatically re-created in the target domain.

RESOLUTION

To successfully move a RIS server to another domain, use the following steps:

Remove the computer from the old domain and put it in a temporary workgroup. Type an appropriate name for the workgroup, and restart the computer when you are prompted to do so.
After the computer is restarted, log on and join the domain to which you want to move the server. Restart the computer when you are prompted to do so.
From any Windows 2000 Dynamic Host Configuration Protocol (DHCP) server (or from a computer that has the Administrative tools pack installed and belongs to the domain you joined in the previous step), authorize the RIS server using the DHCP Management snap-in. Verify the server is authorized by checking the event logs on the RIS server. Look for DHCPServer messages in the system event log or for BINLsvc messages in the application event log.
On the RIS server, type the following command:
risetup -check
This command starts Risetup.exe in Check mode. Follow the prompts on the screen until Setup is finished. This process adds the required subobjects back into the RIS server's MAO.

After you finish these steps, check the application event log again for informational messages stating that BINLsvc has successfully read its settings from the directory. In addition, start a client to ensure the RIS service is functioning properly.
