"Application is not available" error messages when you try to insert some Web Tools in Word

SYMPTOMS

When you try to insert the Movie, Sound, or Scrolling Text Web form controls from the Web Tools toolbar in Microsoft Word, you may receive one of the following error messages:

Sound

This object was created in HTMLInlineSoundCtl. This application is not available to open this object. Make sure the application is properly installed and that it has not been deleted, removed or renamed.

Movie

This object was created in HTMLInlineVideoCtl. This application is not available to open this object. Make sure the application is properly installed and that it has not been deleted, removed or renamed.

Scrolling Text

This object was created in MARQUEE. This application is not available to open this object. Make sure the application is properly installed and that it has not been deleted, removed or renamed."
Note This issue also occurs if you use Word as your e-mail editor.

CAUSE

This issue occurs because the ActiveX controls were disabled in Microsoft Windows XP Service Pack 2. These ActiveX controls posed a security risk.

Additionally, this issue occurs if one of the following conditions is true:
  • The computer is running Microsoft Windows 2000 Service Pack 4 together with one of the following versions of Word:
    • Microsoft Word 2000
    • Microsoft Word 2002
    • Microsoft Office Word 2003
  • A computer that is running Word 2000 has had one of the security updates installed that are mentioned in the following article in the Microsoft Knowledge Base:
    932703  (http://support.microsoft.com/kb/932703/ ) Detection and deployment guidance for the February 13, 2007 security release
There is no supported workaround to enable the functionality to insert the Movie, Sound, or Scrolling Text Web form controls from the Web Tools toolbar in Microsoft Office. The functionality works in Windows Vista.

MORE INFORMATION

Microsoft Office Word 2007 does not include the controls that are found on the Web Tools toolbar that is included with Word 2003.
