This article describes an update of daylight saving time (DST) settings for Azerbaijan, Chile, Haiti, and Morocco in 2016. Before you install this update, see the Prerequisites section.

This update applies to the following operating systems:

  • Windows Server 2012 R2

  • Windows 8.1

  • Windows RT 8.1

  • Windows Server 2012

  • Windows Embedded 8

  • Windows Server 2008 R2 Service Pack 1 (SP1)

  • Windows XP Embedded

Azerbaijan

The scheduled switch to DST on Sunday, March 27, 2016, in Azerbaijan is canceled. Azerbaijan will, instead, stay on UTC+4 all year.

Chile

Chile will return to standard time this year. Clocks will be set back by an hour at midnight on Sunday, May 15, and be set ahead an hour at midnight on Sunday, August 14.

The DST period for Morocco is suspended during the Muslim month of Ramadan (03:00 on Sunday, June 5, 2016, to 02:00 on Sunday, July 10, 2016, in the Gregorian calendar).

Note Easter Island and Haiti are new time zones.

Known issue in this update

This known issue affects only those users who select one of the two Chilean time zones. After installing this update, these users will see an incorrect message in the Date and Time settings dialog box that resembles one of the following:

  • Users who select (UTC-04:00) Santiago will see the following message:

    Daylight Savings Time ends on Sunday, April 27, 2014 at 12:00 AM. The clock is set to go back 1 hour at that time.

  • Users who select (UTC-06:00) Easter Island will see the following message:

    Daylight Savings Time ends on Saturday, April 26, 2014 at 10:00 PM. The clock is set to go back 1 hour at that time.

Despite these messages, clocks in Chile will be set to the correct time that is shown in the tables in the "Changes made in this update" section after this update is installed. The text in the Date and Time settings dialog box will be automatically corrected after the transition.

Who should install this update?

We recommend that you install DST updates on all computers, including both desktops and servers, for all users worldwide regardless of where the computers are physically located. The need for time zone information cannot always be anticipated, or its usage may not be obvious to the user. 

While it's important to keep time correctly on a computer’s local clock, consider also that many users interact regularly with users in other time zones through international phone calls and online meetings. Additionally, many Microsoft and third-party applications and services let users select their own time zone. Therefore, the servers that host those applications must have accurate time zone information.

Many other business scenarios also require accurate time zone information. These include coordinating travel itineraries, calculating hourly wages, and automating lighting and machinery.

To apply this update, you must have April 2014 update rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 (2919355) installed in Windows 8.1 or Windows Server 2012 R2. Or, install Service Pack 1 for Windows 7 or Windows Server 2008 R2. Or, install Service Pack 2 for Windows Vista and for Windows Server 2008.
