Symptoms
Consider the following scenario:

You install Windows Server Update Services (WSUS) 3.0 Service Pack 2 (SP2) and the Microsoft .Net Framework 4.0 on a computer.

You try to publish customized updates to the computer by using System Center Updates Publisher (SCUP) or by using System Center Configuration Manager 2012 Beta.
In this scenario, the publishing process fails. Additionally, you receive the following message:

This issue occurs because an unexpected exception occurs in WSUS 3.0 SP2.
