Symptoms
Consider the following scenario:

You enable the screen autorotation setting on a Windows 8-based device.

You rotate the device.
-
You disable autorotation and then lock the screen in place.
-
You shut down and then restart the device.
In this scenario, the screen orientation is unexpectedly changed.
Cause
This issue occurs when the fast startup setting is enabled in Power Options.
Note By default, fast startup is enabled in Windows 8.Resolution
