Symptoms
Consider the following scenario:

You use Internet Explorer 10 on a computer that is running Windows 8 or Windows Server 2012.

You browse to a website that provides an email service.

You enter your user name and your password to sign in to the email service.
In this scenario, you are not prompted to save the password as expected.
