Symptoms

Consider the following scenario:

  • You create a three-node Windows Server 2012 R2-based failover cluster, and you enable the file share witness quorum mode.

  • You set the NodeWeight value to 0 on the second node, and then you move all cluster groups to this node.

  • You disconnect the file share witness from the cluster.

  • You try to stop the cluster service in System Center Operations Manager.

In this scenario, the cluster group is in a failed state on the second node, and you cannot stop the failover cluster service (the Clussvc.exe process).

Resolution
