Symptoms
Consider the following scenario:

You create a three-node Windows Server 2012 R2-based failover cluster, and you enable the file share witness quorum mode.

You set the NodeWeight value to 0 on the second node, and then you move all cluster groups to this node.

You disconnect the file share witness from the cluster.

You try to stop the cluster service in System Center Operations Manager.
In this scenario, the cluster group is in a failed state on the second node, and you cannot stop the failover cluster service (the Clussvc.exe process).
Resolution
