Symptoms

Assume that you have upgraded to Microsoft .NET Framework 4.6 on an operating system. When you try to connect to a database or create a database project in Visual Studio, the drop-down list for visible server names in the Add Connection dialog box returns an empty list.

Cause

This issue occurs because of a bug that was introduced when the underlying DataSource enumerator was refactored to handle wide characters.
