Symptoms
Consider the following scenario:

You install Service Pack 2 (SP2) Cumulative Update 3 (CU3) for Microsoft SQL Server 2012 Reporting Services (SSRS 2012).

You create a report that contains a Tablix data region in SSRS 2012, and there's no data in the Tablix data region.

You set NoHeaderto false for the CSV rendering extension in the RSReportServer configuration file (RSReportServer.config).
-
You export the report to a CSV file.
In this scenario, the Tablix header for the empty Tablix data region won't be exported to the CSV file.
Note This issue also occurs in SQL Server 2014 Reporting Services (SSRS 2014).Cause
This issue occurs because of a CSV-related fix in SSRS 2012 SP2 CU3.
Resolution
The issue was first fixed in the following cumulative update of SQL Server:
Each new cumulative update for SQL Server contains all the hotfixes and all the security fixes that were included with the previous cumulative update. We recommend that you download and install the latest cumulative updates for SQL Server:
