Symptoms
Consider the following scenario:

You enable the Auto-hide the taskbar option on a computer that is running Windows 7. For more information about how to enable this option, see the "More information" section.

In Control Panel, you configure both of the following power options in the Power Options item:
-
You configure the computer to turn off the display after a specified time.
-
You configure the computer never to sleep.
-
-
You minimize or close all the windows on the desktop. There is no open window on the desktop.
-
After the display is turned off as configured, you resume the display.
In this scenario, the display turns on immediately. But the display does not respond to any mouse or keyboard input. Therefore, you experience one or more of the following issues:
-
When you move the mouse to the bottom of the screen, the taskbar does not appear.
-
When you press the windows key, the taskbar and the Start menu do not appear.
-
When you click or double-click any desktop icon, there is no response.
Note The display will recover and begin to respond after some time, depending on how long the display is turned off.
Cause
The issue occurs because the Desktop Window Manager (DWM) keeps accepting draw requests from the client applications even when the display is turned off. These requests are accumulated and then processed when the computer comes back from an idle state. This behavior causes the graphics processing unit (GPU) to become so busy that any display-related operation becomes unresponsive.
Resolution
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

File information
The global version of this hotfix installs files that have the attributes that are listed in the following tables. The dates and the times for these files are listed in Coordinated Universal Time (UTC). The dates and the times for these files on your local computer are displayed in your local time together with your current daylight saving time (DST) bias. Additionally, the dates and the times may change when you perform certain operations on the files.
Windows 7 file information notes
Important Windows 7 hotfixes and Windows Server 2008 R2 hotfixes are included in the same packages. However, hotfixes on the Hotfix Request page are listed under both operating systems. Workaround
To work around this issue, use one of the following methods.
Method 1
In Control Panel, disable the Auto-hide the taskbar option in the Taskbar and Start Menu item.
Method 2
Do not turn off the display.
Method 3
Do not minimize or close all windows on the desktop. Keep at least one active window on the desktop.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

To enable the Auto-hide the taskbar option, follow these steps:

Right-click Start , and then click Properties.

Click the Taskbar tab.
