Symptoms
When you start Microsoft Management Console (MMC console) such as services.msc or gpedit.msc, you may get the following error message:
One or more ActiveX controls could not be displayed because either: 1) Your current security settings prohibit running ActiveX controls on this page, or 2) You have blocked a publisher of one of the controls. As a result, the page may not display correctly.
Additionally, when you click OK in the error message, you receive the same error message again. The desktop sidebar gadgets may also stop working and show as black squares with a green vertical line down the center.
Resolution

If method 1 does not resolve the issue go to method 2. Method 1: To have us change the registry value for Value data in Zones subkey to 0 for you, go to the "Fix it for me" section. If you prefer to fix this problem yourself, go to the "Let me fix it myself" section.

To fix this problem automatically, click the Fix it button or link. In the File Download dialog box, click Run and then follow the steps in the Fix it Wizard.

Edit the registry to change a Value data in the Zones registry setting.

Click regedit.exe under Programs

Browse to the following registry key and click on the “0” subkey

In the right pane, right-click 1200, and then click Modify

In the Value data box, type either 1 or 0 to overwrite the existing value of 3. Then, click OK

Launch an MMC Console to test for the issue
The values 0, 1, and 3 are associated with the following behavior:

0 = Enabled, or the action is permitted

1 = Prompt

3 = Disabled, or the action is not permitted
Note If you type 1 in the Value data box, you will receive the following prompt when you start Microsoft Project: Fix it for me" section. If you prefer to fix this problem yourself, go to the "Let me fix it myself" section.

Expand the following registry subkey

Delete the extra (parasite) zone from the Zones subkey
Note: The parasite zone is a pseudo-graphic number listed before zone number 0. The pseudo-graphic number looks like a miniature upper case "L" -
Close the registry editor
