CauseThis issue occurs because the Hub Transport server does not attempt to contact the other public folder servers if the first Mailbox server is unavailable. ResolutionTo resolve this issue, install the following update rollup: 2706690 After you apply the fix, manually add the following information to EdgeTransport.exe.config file, and then restart the Exchange Transport service:
