Symptoms
Consider the following scenario:
-
You have an Active Directory domain environment.
-
You have a Windows 7 Service Pack 1 (SP1) installation image or a Windows Server 2008 R2 Service Pack 1 (SP1) installation image.
-
You try to deploy the installation image to a client computer.
-
A VPN session is established on the computer before the deployment is completed and the computer restarts.
In this scenario, the VPN session may only work intermittently while it communicates with the other domain resources. Therefore, the deployment cannot be completed.
For example, an application may use the VPN session to retrieve remote resources in the domain. In this example, the application crashes when it is retrieving the resources.
Note You may also notice this issue in the following scenario:
-
You open Network Connections under Network and Internet in Control Panel.
-
You double-click the VPN adapter, and the Status dialog box opens to the General tab.
-
You click Details on the General tab.
In this scenario, the dialog box stops responding, and "Not Responding" is added to the title of the dialog box.
Cause
This issue occurs because of a deadlock between DHCP client service and the DNS client service.This in turn prevents DNS queries from fetching the results.
Resolution
To resolve this issue, apply the following hotfix to the Windows 7 Service Pack 1 (SP1) installation image or to the Windows Server 2008 R2 Service Pack 1 (SP1) installation image.
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem that is described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not exist, contact Microsoft Customer Service and Support to obtain the hotfix.

Registry information
To use the hotfix in this package, you do not have to make any changes to the registry.

GDR service branches contain only those fixes that are widely released to address widespread, very important issues. LDR service branches contain hotfixes in addition to widely released fixes.

The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows Server 2008 R2 and for Windows 7" section. MUM and MANIFEST files, and the associated security catalog (.cat) files, are very important to maintaining the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
