You experience the following issue in Office 365 or Office 365 pre-upgrade.

Check the health of the services that are experiencing the problem. For more information about how to check the service health status, go to View the status of your services
If the health of all affected services looks good, and if more than 4 hours have passed since you first saw this issue, contact Office 365 Technical Support.
We understand that 4 hours may seem like a long time. In many cases, we're already working on a solution. Please give us at least 4 hours to complete a solution.
