Symptoms

Assume that you run an application that uses raw sockets on a computer that is running Windows 7 or Windows Server 2008 R2. When the application receives a User Datagram Protocol (UDP) broadcast packet, the next raw packet is discarded. Additionally, an Internet Control Message Protocol (ICMP) "Protocol unreachable" message is returned to the computer that sent the request.Note The ICMP message can only be seen when the Windows Firewall is disabled. Otherwise, the ICMP message is blocked by the firewall.
