You have a computer that has Windows 8, Windows RT, or Windows Server 2012 preinstalled.
You start the computer for the first time. Therefore, the Out of Box Experience (OOBE) wizard starts.
The OOBE wizard finishes, and then you log on to the computer.
In this scenario, Windows Recovery Environment (WinRE) is disabled and is in an inconsistent state. Additionally, if the computer is in a bad state, WinRE does not start after the computer restarts.

GDR service branches contain only those fixes that are widely released to address widespread, critical issues. LDR service branches contain hotfixes in addition to widely released fixes.

MANIFEST files and the associated security catalog (.cat) files, are extremely important to maintain the state of the updated components.
