Symptoms
When the Enterprise Single Sign-On (SSO) Migration utility (Hisssomig.exe) is used in Microsoft Host Integration Server 2010 to import data to an Enterprise Single Sign-On (SSO) database from a Host Integration Server 2000 Host Account Cache database, the following error message is generated:
The import failed (The type initializer for "Microsoft.SSO.Migration.DecryptionHandler" threw an exception.)
Additionally, information that resembles the following may be logged in the log file that the SSO Migration utility creates:
*** Log started on Date Time [ Time Error] The import failed (The type initializer for 'Microsoft.SSO.Migration.DecryptionHandler' threw an exception.) *** Log closed on Date Time
Note This problem also occurs when data is imported to an Enterprise Single Sign-On database that is running on Host Integration Server 2006 or Host Integration Server 2009.
Resolution

Hisssomig -import -input XML_file_name -key file_name -password passwordNote In this command, <XML_file_name> represents the name of the file to which the exported data is written, <file_name> represents the name of the encryption key file that the Udbkey.exe utility created, and <password> represents the password that is specified when the Udbkey.exe utility is run.
