Symptoms

The government of Chile extended DST for 2013 to end on April 27, 2013, and start on September 7, 2013 [Official Decree]. This hotfix updates Windows DST support for the (UTC -4:00) Santiago time zone so that DST ends on April 27, 2013, at 23:59:59.999 and the clock reverts to 23:00:00.000. The update also includes the change for DST to start on September 7, 2013, at 23:59:59.999 and the clock to advance to 01:00:00.000 of September 8.
