When using the Enhanced Mitigation Experience Toolkit (EMET), some applications with specific mitigations disabled in the Application Settings policy do not take affect when the Popular Software policy is enabled.
EMET Application Settings and Popular Software policies are cumulative. Since the Popular Software policy enables all mitigations for applications included in the Popular Software policy, then any of the same applications added to the Application Settings policy with mitigations disabled will not have an effect.
Do not enable the Popular Software policy. Instead, enabled the Application Settings policy and create individual entries for any applications that need some or all mitigations disabled.
