Symptoms
Consider the following scenario:

You use the XpathMutatorStream class to execute Xpath statements against some .xml documents in Microsoft BizTalk Server 2013 and BizTalk Server 2009.

The root namespace for the root elements in the .xml documents are the same.

The namespace for child elements in some .xml documentsare not defined or are blank. However, the .xml documents are schema-wise and valid.
In this scenario, the Xpath statements are not executed successfully.
