Symptoms

Consider the following scenario:
  • You're a domain user on a computer that's running Windows 8.1, Windows Server 2012 R2, or Windows 7 Service Pack 1 (SP1).
  • There are MSI packages for applications that are deployed through Group Policy in the domain or through Microsoft System Center Configuration Manager.
  • The domain users are configured to use roaming user profiles.
  • The domain has a Group Policy setting that is configured to remove cached copies of roaming profiles.
After you log on and try to start an application in this scenario, the application is reinstalled unexpectedly. For example, the first time that you try to start an application that was deployed by Group Policy or through System Center Configuration Manager, the application is reinstalled.

Note This problem occurs every time that you log on. This problem occurs even if the Leave Windows Installer and Group Policy Software Installation Data Group Policy setting is enabled.

Cause

When the cached roaming profile is deleted, the user-specific data is deleted along with it.

Resolution

To resolve this issue in Windows 8.1 and Windows Server 2012 R2, install update 2919355.
To resolve this issue in Windows 7 and Windows Server 2008 R2, install the hotfix that is described in this article.

  • GDR service branches contain only those fixes that are widely released to address widespread, extremely important issues. LDR service branches contain hotfixes in addition to widely released fixes.
  • The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows 7 and Windows Server 2008 R2" section. MUM and MANIFEST files, and the associated security catalog (.cat) files, are extremely important to maintain the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
