Symptoms
Consider the following scenario:

You have a Portrait-First device that is running Windows 8.1.

You have update 2904594 installed on the device and update the Intel GFX driver to test build 10.18.10.3341.

You connect the device to an external display device by using an HDMI cable or a Miracast adapter.

You start a camera app or a Skype video call on the device.
In this scenario, the camera image orientation on the viewfinder of the local and the external display is rotated 90 degrees.
