Symptoms

Assume that you have a computer (such as a Microsoft Surface) that is running Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2. In this situation, you encounter the following issues:

  • The computer takes a long time during the user logon interface.

  • The svchost.exe process "pegs out" one of the CPU cores and never stops, so the CPU usage is very high.

  • The computer is in a non-idle or an un-responsive state.


Cause

This issue occurs because the usage of the CPU is high when several enumeration queries and applicability checks are made by the AppxDeploymentServer.dll file during user logon.
