After you install Microsoft Windows XP Service Pack 2 (SP2) on a computer that has a Language Interface Pack (LIP) or Multilingual User Interface (MUI) installed, you may experience the following symptoms:
This issue occurs because the Language Interface Pack and Multilingual User Interface Pack do not include files that support new features that are included in Windows XP SP2. The Language Interface Pack and Multilingual User Interface Pack were created before Windows XP (SP2).

A Language Interface Pack is a high-quality, localized "skin" to localize your Windows XP user interface.
The binary files in the base operating system in Windows XP SP2 are different from the binary files in earlier versions of Windows XP. When Windows XP starts, it loads the resources in the MUI files that are included in a LIP or MUI if certain conditions are met.
