We are implementing the SP installer switches and EULAs to enable most of the Windows XP SP2 experience. The special purpose Windows Update UI that offered a custom "button" for Windows XP SP2 and a second button for "show other updates" was hard-coded for Windows XP SP2. Therefore, the Windows Update site will still have the standard experience as it does for all other packages.
