Even when a driver is digitally signed, Device Manager displays a "Not digitally signed" message for the driver on a computer that is running Windows Vista or Windows Server 2008
On a computer that is running Windows Vista or Windows
Server 2008, you open Device Manager to review the properties of a driver.
However, the Digital Signer field on the
Driver tab displays the following status message:
Not
digitally signed
This behavior occurs even though the driver is digitally
signed.
This problem occurs because Device Manager verifies the
digital signing information by using the class GUID of the previous driver and
the driver name of the current driver. Because no driver is found to
match the old class GUID,
Device Manager detects the driver as an unsigned driver.

Windows Vista and Windows Server 2008 file information notes
The files that apply to a specific product, milestone (RTM,
SPn), and service branch (LDR, GDR) can be identified by examining the file
version numbers as shown in the following table.

Service Pack 1 is integrated into Windows Server 2008.
Therefore, RTM milestone files apply only to Windows Vista. RTM milestone files
have a 6.0.0000.xxxxxx version number.
The MANIFEST files (.manifest) and MUM files (.mum)
installed for each environment are listed separately. MUM and MANIFEST files, and
the associated security catalog (.cat) files, are critical to maintaining the
state of the updated component. The security catalog files (attributes not
listed) are signed with a Microsoft digital signature.
