Event 1004 is logged even though a user successfully logs on to a Windows Server 2008-based terminal licensing server that has "Per User" terminal licenses installed: "The terminal server cannot issue a client license"

Consider the following scenario.

• You have a Windows Server 2008-based server that hosts the Terminal Licensing Server role.
• You install "Per User" terminal licenses on this terminal licensing server.
• When a user logs on to the terminal licensing server, a "Per User" license is successfully issued.

In this scenario, the following event is logged on the terminal licensing server:

Computer: Computer Name
Description: The terminal server cannot issue a client license. It was unable to issue the license due to a changed (mismatched) client license, insufficient memory, or an internal error. Further details for this problem may have been reported at the client's computer.

However, this event is misleading because the license is successfully issued. Therefore, this event may confuse administrators and cause unnecessary troubleshooting efforts.
