Symptoms

Consider the following scenario:

  • You have a computer that is running Windows 7 or Windows Server 2008 R2.

  • The computer has an Intel CPU installed. The CPU is code-named Nehalem-EX.

  • The CPU has four or more sockets.

In this scenario, it takes a long time to start the computer.

Cause

The issue occurs because Windows does not use the broadcast method to send an interprocessor interrupt (IPI) during startup. Therefore, some processor cores may be in a Deep C state and may take some time to resume. For example, some processor cores may be in the C3 state. This causes significant delays in the startup process.

Resolution

To resolve this problem, install the following hotfix. After you apply this hotfix, the broadcast method is used to send the IPI. Therefore, the IPI can complete much faster.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Windows 7 and Windows Server 2008 R2 file information notes
