Symptoms

When a 999 acknowledgement message for HIPAA 5010 is generated in Microsoft BizTalk Server 2013 R2 or Microsoft BizTalk Server 2013, the ST03 and GS08 fields don't match as expected. The following 999 acknowledgement message is generated in BizTalk Server 2013 R2:

Here's the 999 acknowledgement message that's generated in BizTalk Server 2010:
