When you sleect the Internet Options command on the Tools menu in Internet Explorer, you may receive the following error message:

This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.

This behavior can occur if the Inetcpl.cpl file is missing from the Windows \System or %SystemRoot%\System32 folder—or if a restriction is set on the NoBrowserOptions Windows registry value.

Here are the steps you can follow to solve this problem:

Reset Internet Explorer settings

  1. Open Internet Explorer.

  2. Select Tools > Internet Options (if accessible).

  3. Click Advanced tab, then Reset. This restores default settings and can fix registry or configuration issues.

Use Control Panel instead

If the Tools menu in Internet Explorer is broken, here's a direct way to access the same settings.

  1. Open Control Panel then select Network and Internet.

  2. Select Internet Options.

Repair Internet Explorer

  1. Go to Control Panel and select Programs and Features.

  2. Find Internet Explorer in the list.

  3. Choose Repair or Turn Windows features on/off, then re-enable Internet Explorer.

Modify the registry (for IT Pros)

If you're an IT Pro, you can also try solving the problem with these steps:

  1. Click Start, click Run, and then type regedit in the Open box, and then click OK.

  2. Locate and then click the following key in the registry: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet Explorer\Restrictions

  3. If a value named NoBrowserOptions exists, delete it.

  4. Locate and then click the following key in the registry: HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Internet Explorer\Restrictions

  5. If a value named NoBrowserOptions exists, delete it.

  6. If you are using 64 bit version of Windows, locate and then click the following key in the registry: HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Policies\Microsoft\Internet Explorer\Restrictions

  7. If a value named NoBrowserOptions exists, delete it.

  8. Restart the computer.
