To send an SMS text message, first you need to have a little Skype Credit. You can then send an SMS text message to any contact that has a saved phone number. Note: Sending SMS to US numbers is restricted unless you have a US Skype Number set up as your caller ID. From Chats :

If you want to send automatic replies to those outside your organization, we recommend choosing Send replies only to contacts. When you're done, select Save. There are two ways to send automatic out-of-office replies in classic Outlook. The way you do it depends on the type of email account you have.

Use an add-in while composing a message. Create a new message or reply to an existing one. From the ribbon, select the Message tab, then choose the add-in you want to use. If the add-in doesn’t appear in the ribbon, select Apps to view your installed add-ins.
