The easiest way to get language packs for Windows 8.1 and Windows RT is to download and install them using the Language Control Panel. Download and install additional languages to view menus, dialog boxes, and other user interface items in your preferred language.

If you haven't already set up messages, do the following: On your PC, in the Phone Link, select Messages. To start a new conversation, select New message. Enter the name or phone number of a contact. Select the person you want to send a message to.

You can use a voice typing language that's different than the one you've chosen for Windows. Here's how: Search for the language you'd like to install, then select. or install any optional language features you'd like to use. These features, including speech recognition, aren't required for voice typing to work.
