Symptoms
Consider the following scenario:

You use a Windows 7 Automated Installation Kit (AIK) technician computer to apply a 64-bit Windows 7 Service Pack 1 (SP1)-based image to a drive.

You install two or more Windows 7 SP1 language packs.

You install Internet Explorer 10 prerequisites on the drive, and then you install the English version of Internet Explorer 10.

You install the language packs for Internet Explorer 10 that match the language packs that are installed in Windows 7.

You build an image from the Windows system, and you configure the image to be bootable.

You apply the image to a computer, and then you try to start the computer.
In this scenario, you receive the following error message upon the first attempt to start the computer:
Windows could not finish configuring the system. To attempt to resume configuration, restart the computer.
If you restart the computer, you receive the following error message shortly afterward:
Windows Setup could not configure Windows to run on this computer’s hardware.
After this occurs, the computer cannot be recovered.
Cause
This issue occurs because Internet Explorer 10 registers components for a 32-bit operating system in a 64-bit operating system. Therefore, Windows cannot call these components during the Out of Box Experience (OOBE) wizard.
Resolution
Update information
To resolve this issue, install the most recent cumulative security update for Internet Explorer. To do this, go to the following Microsoft website:

Note To resolve this issue, preinstall the update to the Windows 7-based image during the last step when you create the image. -

Workaround
To work around this issue, follow these steps after the image is built, but before starting the computer for the first time:

Take the write permissions of the following three registry keys:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\Sysprep\Cleanup HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\Sysprep\Generalize HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\Sysprep\Specialize

Change the location of the iesysprep.dll file from the SysWOW64 folder to the System32 folder in the three registry subkeys.
Status
