Symptoms

Assume that you have SQL Server Management Studio installed on a Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1-based computer. When you try to connect to SQL Server, you notice that the connection times out intermittently in the pre-login phase.

Cause

This issue occurs because there is a problem in Windows 7 and Windows Server 2008 R2 when it is accepting connections.

Resolution

The dates and the times for these files on your local computer are displayed in your local time together with your current daylight saving time (DST) bias.
