This issue occurs because the Use TLS 1.2 option is enabled on the Advanced tab in the Internet Options dialog box, but the web server does not support TLS 1.2 protocol for SSL-encryption. In situations in which the fallback to TLS 1.0 is not fulfilled correctly, an error message is displayed.
